ABC News Correspondent: In recent weeks we've also seen a decline in fuel prices, what impact do you expect that to have, if any?
Jon Winsett: Well the important thing to keep in mind here is that even though gas pump prices may be dropping rapidly, with the way that retailers are charged by fuel transportation carriers, there would be a 60 day delayed effect on that, so although they feel some benefit now, its going to be all the way through the holiday season before they feel the real benefit.
ABC News Correspondent: Right, what do you think retailers need to do right now to keep their heads above water?
Jon Winsett: Well when sales are not there and dust is gathering on the plasma screens on their shelves, they really need to look at cutting costs, and the biggest line items for a retailer can be shipping and technology.
